Polit-Oligarch Prokhorov introduces shadow cabinet
Moscow. Polit-Oligarch Mikhail Prokhorov´s party “Just Cause” has presented its shadow cabinet for the Duma elections. The party sees itself as a possible jumping board for a surprise candidate in the Presidential elections.

The multi-billionaire´s party, that has a liberal approach, wants to become the second strongest party in the Duma elections on December 4th.

At the same time, Mikhail Prokhorov announced a possible tactical move at the Presidential elections in March 2012. Should the party succeed and move into the Duma with 15 percent then it would feel obliged to announce a presidential candidate.

He did not rule out that he himself could be a candidate. However, should there be a stronger candidate then he would step aside.

In recent months there had been speculations that possibly President Dmitry Medvedev would join ”ust Cause”, since the party had been established on behalf of the Kremlin. Up to now Medvedev has ruled out that he would be standing against Vladimir Putin at the elections.

Shadow Cabinet: economical liberalism and populism During the press conference in Moscow, Prokhorov did not comment on this position, but named a number of central figures of his “Shadow Cabinet”. He could see himself as a possible Prime Minister, said Prokhorov.

The current deputy director of the oil producing company TNK-BP, Mikhail Slobodin, could be Energy Secretary, the partner of the pharmacy chain “36.6”, Artyom Bektemirov as Health Minister, the journalist Alexander Lyubimov as Media Minister.

As Culture Minister he would like the head of the “Library for Foreign Literature”, Yekaterina Genijeva. The founder of the (somewhat controversial) Ekaterinburg movement “City without Drugs”, Yevgeny Roisman, would be given the task of the fight against drug abuse and alcoholism.

The party “Just Cause” combines an economical liberal approach with national populism, without having made a breakthrough in the public opinion polls.

One of the points in the manifesto of “Just Cause” is the abolition of parliamentary immunity for ministers in Russia, as MPs often use their mandate for protection against criminal prosecution.
