GAI's — cash cow: Medvedev for abolition of "Techosmotr"

Moscow. President Dmitry Medvedev has called "Techosmotr" of cars, the Russian equivalent to the German TUV or British MOT, as a senseless procedure - and sees it as conceivable that it will be abolished.

Dmitry Medvedev, with this statement, killed the cash cow of the Russian transport police GIBDD and its business partners: As the regular review of the safety of all motor vehicles is a luctrative business, especially as in most cases, the new "Techosmotr" badge is not handed out for perfect condition of the car, but only through bribery of the officials.

Clunkers are allowed to drive with purchased certificates


The current system for receiving the "Techosmotr" is totally outdated, especially with regards to citiees. New cars run smoothly anyway and old buckets get their certificate too, just not through the right way. Therefore this procedure is useless, said Medvedev during a meeting with activists of Putin's party "United Russia".

According to Medvedev, there are two possible solutions to this problem: "Either abolishing "Techosmotr" completely or making the process easy for all citizens. An attempt to reform "Techosmotr" is to remove the process from responsibility of the police authority.

Many benefit from Techosmotr fraud


The sale of Techosmotr test certificates, actually, the generous oversight of defects, in return for certain payment to the examinor are a lucrative business for corrupt traffic officers as well as the many private enterprises that are part of the testing process.

Additionally, there is the profit that the middle men make from prospective customers.

In the autumn of 2009, the price for a false examination of a vehicle was 3.000 rubel (approximately ˆ60) in St Petersburg. As the car examination places, have been equipped with video cameras that register all license plates, introduced as an anti-corruption measure, it has become necessary to drive the car to the inspecion.

Instead of the required thorough investigation, the vehicle will then only be checked on the surface by the personnel, while one person is ticking all the check marks, that are listed in the report.
