End of paperwork? The authorities are wired up
Moscow. From 1st October government authorities in Russia are applying the “one counter principle”: Those who hand in an application at an office do not need to supply a certificate from another department.

From this day onwards, this project “Electronic Government”will allow governmental offices to communicate electronically when granting ”government services” - instead of sending the citizen or businessman from pillar to post.

This means that authorities, before actioning, may no longer demand from applicants to get signatures from other authorities - as long as the required information is stored in the electronic data bank. The new rules provide for the officials to respond with the required documents within five days - otherwise penalties apply.

Technical problems should not slow anything down Even - the expected - system downtimes should not be an excuse to the service not being provided, promised Vyacheslav Volodin. The contact between the authorities must in any case be maintained - if need be by courier should the electronic system fail.

The existing bureaucratic mills ask from an applicant to supply on average 6 to 8 certificates from other departments. Even when the authorities had cleared questions between each other, it would be possible that an applicant was asked to supply 5 stamped envelopes, so that the the paper flow could be ensured even with empty petty cash.

Databases replace forms According to Economics Minister Elvira Nabiullina, 230 state benefits for the business world will be actioned electronically. The popular data banks of the Department of Agriculture, Consumer and Environmental Protection authorities have been integrated into the new system - and 300 forms have become obsolete.

Solely, the State Land Registry RosReestr, will be saving 1 billion rubel (€23 billion) annually by eliminating the issue of land register extracts, said the Minister.

Regional and local authorities are to be connected to the new e-administration system by the 1st July 2012, explained Volodin. We just hope that it will actually work.
