"Techosmotr" will become matter for insurance companies
Moscow. The regular technical car examination "Techosmotr" is supposed to be run under the control of vehicle insurance companies. The police will no longer have anything to do with it.

The abolition of Techosmotr in its current, extreme and corrupt form is one of the latest initiatives by President Dmitri Medvedev. In yesterdays press conference he referred to it as "meaningless, burdensome and simply idiotic".

As usual, just ahead of elections, such presidential initiatives are rushed through, the Duma will discuss a new law in it's second reading, already tomorrow.

GAI is being sidelined
The law is looking to withdraw the control of the process and the existence of a valid "technical inspection"from the traffic police altogether. However, the technical inspection of cars will be a condition for the motor vehicle liability insurance "Osago" in future.

The Russian Association of Motor Insurers will be responsible for the accreditation and control of the privately run testing centers. Experts hope to achieve the de-corruption of the whole process - as the insurance industry has a real interest in the insured cars being technically sound.

Driving with expired MOT without punishment
It is assumed that the new law is to be adopted later this summer. Until its introduction in 2012, there will probably a moratorium - the Techosmotr duty in its current form will be suspended, the traffic police will not punish drivers whose talon had expired in 2011.

However, it is still unclear, whether it is possible to renew ones liability insurance, which is due every year, once the Techosmotr talon has expired.
